For more updated information, links and related laws, visit our library | As part of its general mandate as a democracy promoter, the Heinrich Boell Foundation ascribes particular importance to the media’s role for opinion formation. This is a precondition to people’s participation in decision-making processes. In Thailand, the broadcasting media are of primary interest since they reach the largest audience. The Foundation’s goal is information democracy, that is people’s opportunity to select from a diverse range of information services according to their needs as citizens.
With its current media program, HBF’s Chiang Mai office expands its cooperations with media professionals, academics and advocacy groups. It promotes public participation in education, arts, culture and public interests at the local and national levels. The people’s sector is supported to get involved in public media and to have freedom of access to information under a democratic system. HBF’s Southeast Asia office works in collaboration with NGOs, professional organizations, state and private educational institutes and concerned government agencies.

The broadcasting media are also an important forum for negotiating societal norms and values, including those affecting gender relations. Thus, HBF supports efforts in the media sector that tackle gender discrimination and inequality.

Projects that have been supported by HBF include:
- Legal Research for Media Reform Project, cooperating with academics from Mahidol and Chulalongkorn Universities, aims to compile information and explore laws concerning media reform and other laws that promote public participation in public media implementation.
- Support activities to disseminate information for public. This includes seminars organized to brainstorm on draft legislations concerning media reform, as well as the dissemination of information among the public in collaboration with the Faculty of Mass Communication, Chulalongkorn University, and the Department of Public Administration, Faculty of Political Science, Chulalongkorn University.
- Study Trip to Media for Democracy in Seoul, South Korea. HBF sponsored a study trip to explore the use of media for democracy and cultural communication in Seoul, South Korea. The country is well known for its potential to use a variety of media, including film, internet, radio and newspaper, for negotiating cultural and democratic values among various groups of people. For example, the workers have their own radio stations as a medium for communication between state and labor sectors, film production, etc.
- Community Radio Baseline Study Project, by Thai Volunteer Service Foundation and academics from the Faculty of Mass Communication, Chiang Mai University, Mahasarakham University, and Ubonratchathani University. It aims to explore the inception and development of community radio in the North, Central Plain, Northeast, South, West and East.
- Training for guidelines and promotion of participation in moderating community radio, by Thai Volunteer Service Foundation and academics from the Faculty of Mass Communication, Chiang Mai University. The trainings have focused on youth and community members, so that they get to practice skills in moderating radio programs and managing a community radio station. The trainings have been led by professionals in mass media, mass communication academics, as well as media NGO workers.
