The Heinrich Boell Foundation is the Green Political Foundation affiliated with the German party Alliance 90/The Greens. Based in Berlin, it is federally organised and independent from the party. Our primary objectives are to provide and support civic education both in Germany and abroad, to promote democratic participation and active citizenship, as well as cross-cultural understanding.
On the international level, we are mainly concerned with the following issues:
- democratization and crisis prevention
- climate change and energy policies
- gender politics
- globalisation and sustainability
- natural resource management and livelihood preservation.
Our offices in Chiang Mai/Thailand and Phnom Penh/Cambodia are two of the Heinrich Boell Foundation's 26 offices worldwide. We work together closely with the Asia Desk of the head office in Berlin, as well as the HBF offices in Lahore/Pakistan, Kabul/Afghanistan, New Delhi/India and Beijing/China. |

The Southeast Asia Regional Office in Chiang Mai opened in February 2000. In 2003, the project office in Phnom Penh succeeded the joint office with the Buddhist Institute that had been operating since 1993. An official country office since 2007, Phnom Penh closely cooperates with the Regional Office in Chiang Mai. The establishment of a regional office marked a decision for a strong local presence after the Heinrich Boell Foundation had already initiated a variety of long term cooperations with partner organisations in Southeast Asia in the early 1990s. The local offices serve as a basis for HBF’s efforts to contribute to the development of strong civil societies in Cambodia, Thailand and beyond.

Beyond the cooperation with our partner organisations, the offices’ mandate comprises political analysis, facilitating contacts between people of different backgrounds involved in our main areas of concern, as well as agenda setting and network building. In our current program our staff in Chiang Mai and Phnom Penh focus on three countries of mainland Southeast Asia: Thailand, Cambodia and Myanmar/Burma.
